Aside from the official campaigns and their use by GM's on this site how does it work for materials outside of this site? If I buy a solo play campaign from another website can I modify it for my own use to run a campaign on this site?

I just read through the Site Rules & Guidelines and, unfortunately, I do not know the answer to your question. That said, if it does present an issue, I can only say that there are other websites that are dedicated to hosting play-by-post games that you could explore as an alternative.
I'm a DM of a 5e game where we use D&D Beyond for all the rules and for maintaining character sheets, but all the gameplay is hosted elsewhere. I won't publicly share the website I use (to avoid potentially violating rule "2a. Advertising on D&D Beyond), but I'd be more than happy to share privately if you (or anyone) is interested.

You can play any campaigns you wish here. If you run into the need where specific items/monsters/etc are needed, you are free to create ANYTHING as private homebrew. Restrictions on homebrew only come into play when submitted as 'Public'. Please feel free to recreate solo campaigns or even entire source books as Private homebrew.
Once private, you can share/use/distribute any of this content with characters of your campaign.
