Sorry, what? I get the change to Temp HP -- though that is not really true already there as a Long Rest will not heal them, but end the Spell (as temp hp go away). But you can neither have the non-legendary Spellcasting of the form, nor can you even speak? What is this supposed to do now?

True Polymorph now just allows you to change into forms beyond just Beasts, and concentrating for the full duration extends it until dismissed or you lose Temp HP (either from damage or Long Rest).

The line "The spell ends early on the target if it has no Temporary Hit Points left." was removed from the digital version, so this is obviously a typo on the printed version. I expect to see some errata in the following weeks for some of the mistakes that have been found present in the printed book.
Other than that, I'd guess they altered the line from 2014 that said " and it can't speak, cast spells, or take any other action that requires hands or speech unless its new form is capable of such actions" to nerf the spell, since Shape Change already allows this. As it stands it just expands the type of creatures you can change to and you can remain in that form until dispelled.
No. Shapechange allows you to keep your own Spellcasting. True Polymorph did allow you to lose your's (given who can cast it big cost) and get the new form's Spellcasting (non-legendary) if it has any. And losing speach even for a new Creature that had speach is absurd. I can see some narrow GM use for it but as the design goes away from NPCs built by PC rules I think it is more likely to be having messed up the editing/merging of draft versions.
True Polymorph (assuming we still think Adventuring Day) was not one of the divide design cases. Needs to be fixed back to the paragraph from 2014. The (fixed) temp hp change is good. Muting the caster is not, and using it on an enemy in combat is abusrd (just Polymorph). The very rare case where you out of combat create an otter this way does not justify the spell.

No, the fish did not have Spellcasting. The Planetar, Blue Abishai, ... have. With them the 2014 True Polymorph allowed to use their Spellcasting, but not yours. The 2014 Paragraph

had that covered -- plus being redundant as the new form having Spellcasting makine sure it has the facilities, and if has no Spellcasting you can't, as you have always been losing your Spellcasting. Did you read the spell (better both versions)? The 2014 version is fine in that regard (the new temp hp and dying is fine).

Aaargh. Can someone above intern level please decide what the intended changes from 2014 are (none needed, but the other version of temp hp and dying was probably a healthy nerf) -- the muting certainly isn't, where taking away (the form's[!]) Spellcasting is already making the spell pointless. We have normal Polymorph for the rest for almost everything else, except some GM use -- otter style (those who don't get the reference, please don't even touch the spell).
Also, with spells just changing here, change log and issue tracking would be appreciated.
I suspect that they are waiting for the PHB to be fully released before issuing any official errata. We're still technically in the "early release beta testing" phase.

It's not really a question whether it makes sense to retain your language and spell casting when transmogrifying into a spell caster, but rather if having a Caster-Rasque is really reasonable. And the exaggeration is on purpose.

Blanket disclaimer: I only ever state opinion. But I can sound terribly dogmatic - so if you feel I'm trying to tell you what to think, I'm really not, I swear. I'm telling you what I think, that's all.
I would entertain this more if Shapechange did not exist (and is available to most who get True Polymorph). Plus, even before power creep, and now so much more, there are way "stronger" alternatives to becoming a permanent (or depending on which version of the first paragraph is meant to be) until Long Rest max. level CR Creature (non-PC). But given that Shapechange does exist this spell with muting and taking away both Spellcasting, caster and new form, is pretty much a GM tool to make Traxigor -- which does not belong into any Class Spell List. The 2014 version was not on the list on any "optimizer" I know -- but was a great RP tool (which uses to be a problem if muted), and a nice option for playing a non-optimized pure Warlock without sucking very late game (to be fair pure Pact of the Blade is now available to all Warlocks, so the latter is no longer needed).
