I assume i need to purchase a digital copy of the 2024 PHB and its not already included?

Nope, it’s a new product so you need to buy it separately if you want access

they said something about basic rules for 2024. but it's unlcear what they mean with these. I would guess the SRD for 2024 that will be available in 2025.
