I'd like to know this as well. Having heard nothing on the subject, I assumed the new character creator was going to be released at the same time, but.... really nervous now that it has not been mentioned.
There's no need for any change to the character creator. It's just a matter of adding the new classes/subclasses, the same as any other book in the past. Since every other book has added its content when early access became available, there's no reason to think it wouldn't be the same here.
The only thing that's different here from any past book is that the new classes need to be able to accept old subclasses but move everything to 3rd level. That part we know they've already implemented, because moderators have talked about it.
It's absolutely possible that stuff doesn't work on September 3, because anything's possible. But there's absolutely nothing to suggest that it wouldn't be.
I mean, it does state that early access is to the book, doesn't say anything about the character builder. I wouldn't assume that the character builder access is part of that, personally.
I would assume that it includes the character builder. Simply because creating a character easily by incorporating the rules into itself, is the whole point of DNDBEYOND.
You know, and also, people will want to start playing/creating.
Wouldn’t they wait until the SRD/Basic Rules come out? Unless they can restrict it to only people who preordered. Otherwise then everyone has early access for free (although with only one revised subclass for each class)

Like 90% of what's on D&D Beyond is only accessible to people who own one book or another. Of course they can restrict content to only people who've bought books.
I can't imagine it wouldn't include the character builder. First, that's like 99% of the whole point of this site. Second, whenever there is early access for any book, it includes the content appearing in the builder. There is no reason to believe this would be any different.

I'm a master tier subscriber. If I preorder the 2024 PHB, I will get the 2024 in early access here on D&D Beyond.
Do I also gain access to the updated D&D Beyond character builder?
I would love to know when the Character Builder has the new stuff as well. need to prep some level 1 characters!
No site/tool changes have been announced at this time.
It would be mad if they don't announce something if the creator won't be ready by that date. Soooo many refunds.
