There is only an IP violation if you distribute monsters npc stats without permission, using stuff you own for personal use is fine,. Smiteworks the publishers of Fantasy Grounds who are official Licence holders wouldn't allow this useful tool to be discussed and available if they thought it would endanger their licence. My self I have Fantasy Grounds to make conversions of two of Dm's Guild Adept releases with permission of the author and had them released on the DM’s Guild. This tool is really easy to use and you can turn stat blocks from a pdf or a Web page into a module you can use in Fantasy Grounds.
This tool doesn't at all appear to violate TOCs because it's not supplying any information, just aiding you in converting information you have access to from one format to another.
