Hey didn't find an answer to this question (maybe it's tribal knowledge).

What time today should the new digital player handbook be available for digital and when will we be able to use those rules for character creation?  (I've purchased both but nothing is useable yet).

I too would like to know this also as my content has not released yet on Foundry VTT I was hoping I could familiarize myself with the compendiums.

My PHB 2024 isn't showing up in my app. I've tried clearing cache and reinstalling/relogging, but it's not appearing.

If you preordered it has been in your Sources for a couple of weeks now. The character creation options have been there for a bit as well, just turn off the Legacy options.

Scratch that. In Sources the PHB 2024 shows up saying "In Library", but when I click on something from the index it just takes me to the PHB 2024 marketplace.

Same,it's in library but not available download or appearing in app.I did get my hardcopy though ahead of schedule as it was delivered last Thursday.

Big letters in library I missed.

 So, 10:40 Central / 11: 40 Eastern, 8 40 Pac?

My physical order was among those cancelled, so I was really holding out for these digital releases so I can get prepped for the game early tomorrow.

D&D Beyond runs on Pacific Time so stuff usually drops an hour or two after 9am their time once they've had a chance to get in the office

On the website, make sure your entitlements are in sync. Click on your avatar in the upper right corner and select Account. Then select the Licenses tab. At the top of the page it will say "Account Entitlements", make sure it says that your entitlements data is in sync. If not, there should be a sync button there. 

On my licenses it says:

Player’s Handbook (2024) (Pre-order)
Available 17 September 2024 15:40 UTC

So I guess it will be available in an hour.

 Yeah, I double checked that before posting just to be sure. Says that I'm am in sync, so must just be that the timezones aren't caught up.

 They posted a big poster on their front page a few minutes ago saying how it is live now. Check your owned books now.

Also, for others, the app on iOS tends to be pretty fast. I got my book later in the same day I got early access on the site. The Android app, I hear, is slower.

Mine hasn't shown up yet. Will check again later.

 I also know that on the site, some had initial trouble even after being granted access (myself included).

Clear your cache. That worked for some.

The one that worked for me was logging out and logging back in. Dunno why, but it worked.

Mine has showed up now but the character sheets do not seem to support my purchase (for example I do not see all the races in character creator ... I do not have the ability to select Great Old One as a Warlock).

 A lot of people for the past couple of weeks were dealing with issues where because of some cookie or whatever, only the Free Rules were showing up in the creator. Clear your cache and you should be able to use the PHB 2024 in the creator.

EDIT: Also, sync your entitlements on Account > Licenses.
