similar to what i said at the title, I noticed it specifically says Armor Class 13 + the level of the spell (natural armor) and the spell is a 4th level to start with would that mean it is 13+4 for its starting ac which would give it a 17 ac class. reason I don't automatically assume its every level beyond 4th adds ac is because when describing its heal scaling it specifically says Hit Points 40 + 15 for each spell level above 4th so it states for hp is 40 and every level above 4th is 15 more but then we have the ac only saying it level of spell which since its 4th level id assume means its getting a free 4 ac right at the start

That's correct.
You get at the most basic level, AC17 and 40HP.
Each level you go up, the AC increases by +1 and the Max HP increases by +15.
