Can I no longer force add boons to character sheets as a DM?

I am trying to add a boon to a character sheet but the character is not level 19 it is for a one shot character that a guest will be playing (before you say yes ik its not recommended to give boons to low level characters without reason)

Did you turn off Feat Prerequisites in their character settings?
