I don't think background would block a character sheet, might be wrong. To the OP best way to troubleshoot this is review each step of the process, page by page, and scroll through. If you see an exclamation point near a drop down, it means you didn't do it and should do it for your character to be fully funcitonal (this could even be something from a class feature like a proficiency).

From what I recall usually its having your race and class set, and having your stats assigned. Not much else stops the character sheet. I don't even think you have to make any class selections. I would double check your stats are all filled and you have your race done correctly.

I made a character and I filled out all areas, but it still says that it's incomplete, and can't be printed or exported to a pdf. Any help?

You might have also missed selecting a background for the character.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
