TLDR. Is there still no option to exclude the new 2024 rules from a campaign and or the character builder?
Further: I am returning to 5E to start a campaign for family game night. I am not familiar with the new 2024 content and don't want to use it in the new campaign right away. I did download the free 2024 Basic Rules content so I could review it as I have time. Now I am unable to create a character without using the 2024 content... I am not opposed to purchasing the new 2024 core books digitally, despite the fact that I have purchased over 40 copies of hardbound books from 2014 5E and some digital 2014 5E content previously. That being said, not having the ability to use the on-line digital tools in a 2014 rules format is really frustrating. I saw similar threads in the Forums, but could someone please direct me to an official response or position on this from WOTC. I don't want to continue to purchase digital content that gets forcibly adulterated by all the future content without the option of a toggle.
You can easily create a purely 2014 character. Just scroll a bit further down on the class list to find all the classes with (2014) next to the title, only choose spells with “Legacy” written next to them, only use rules from the 2014 PHB and DMG. The only thing 2024 that’ll pop up is that weapons will have a bit of text about their mastery property but I’m sure you can ignore two or three words fairly easily
You cannot toggle 2024 off. You want to make sure when you are making a character that you have legacy turned on. Otherwise you won't have the options for a 2014 character.
As noted, no you cannot toggle off the current mainline version of the game.
You can toggle on the 2014 rules, but you and your players have to make the effort to ensure to only use 2014 content.
Nor does that appear to be likely to change -- as i mentioned, the 2024 rules are the rules going forward for 5th edition.

With the amount of times it take to implement... I am sitting well in different place. I am not sure if will come back to subscription even when they will make it finally right.
As far as their position on it goes, a Mod stated a while ago (in relation to a different issue) that it's DDB's policy that a player will always have access to their character options. That would imply that there won't be a filter to block either 2014e or 2024e rules because that will stop players accessing their content.
It's possible that they'll change their minds or decide to parse it differently, but it makes me pessimistic in regards to them making it possible to run one ruleset or the other without reverting to their original solution of "upgrading" everyone to the new rules.

I went ahead and added the 2024 PHB to my digital library off of the marketplace so I can mess around with the online subscription. I don't mind buying new content. I just don't want to keep buying the same 30+ books every time a new edition comes out. That being said, I have been playing since the late 70s and have seen the rise and fall of 5 editions with many purchases in many editions...at first blush 2024 seems more of a hybrid, rather than the full release of a new edition.
