You can apply them both when you're making an attack as part of an Attack action.
If you make an attack that's not part of an attack action, such as an opportunity attack or a special bonus action attack granted by some feat or class feature, then you'd only be able to use the Grung effect. (Granted, ways to do that with a shortbow or a longbow are pretty rare, but still.)

Yes if you're playing a Grung Arcane Archer Fighter you'd get to apply both
