I am trying to create this unconventional character that I think would be very funny to roleplay, but I want to make sure she can be useful in combat. I know I can't use Genasi abilities, it's just for show. But can I shapeshift into them when using elemental actions. Example: Can I blast water while in a Water Genasi disguise? Is there a concentration thingy that I need to worry about? Is it even worth it to create a character like this. It would be heartbreaking to throw this character idea out the window, but if its not playeable or will likely break the rules, then so be it. Thoughts and suggestions welcome :)

If you have monsters under your your bed, invite them for tea.
RAW, it takes an Action to use a Changeling’s ability to change form, so it cannot be done alongside anything else that uses an Action during a given turn of combat. That said, talk with your DM about the idea, if it’s just cosmetic stuff there’s a decent chance they’ll roll with it as Rule of Cool.
