rules says: Bastion events occur only when a Bastion is operating under the Maintain order, which often means that the Bastion’s owner isn’t present in the Bastion at the time.
if a user send orders through sending spell, the bastion is not in maintain order, but the second part would apply: the Bastion’s owner isn’t present in the Bastion at the time.

would a bastion event occur in that case?
According to RAW, bastion events only occur when the bastion is operating under the Maintain order. If the owner sends another order via Sending, then it's not under the Maintain order, so an event doesn't occur.
The second part of that sentence is just describing a common reason why the Maintain order would be used.
