Casting a ranged spell that has a spell attack roll would have disadvantage. A melee spell attacks shouldn’t have disadvantage. Saving throw spells within 5 feet are not affected.
While you would think that the warcaster feat would solve this, it doesn’t. The feat that does is spell sniper. War caster does give you advantage on con saves to Mai train concentration and covers reactive spells and somatic components it doesn’t cover the disadvantage within 5’. They appear to have added that to spell sniper so it would have 3 effects after the stat boost. edit: so to be an effective melee caster you actually need 2 feats and you get ranged benefits as well.

Well you used to have to take crossbow expert or gunner to get around the 5’ disadvantage, iirc. So having it in a spell related feat makes more sense. I get what you are saying the warcaster seems like a good place for it as well.
If you cast without defensive casting mode, you will trigger an AOO from *every* mob within 4 meters. In that case it's better than not. Eventually your concentration will be high enough that it won't matter, but things can be dicey at lower levels.
That’s not a thing in 5E unless it’s some kind of optional rule.
