2024 Rogue is proficient with Simple weapons and Martial weapons that have the Finesse or Light property. When creating a new character starting equipment option A includes a short bow. Looking at weapons list bows and crossbows do not have the finesse or light property.
So that seems to indicate that rogues can not use any bow or crossbow with proficiency without taking a feat.
Added: Missed one, the hand crossbow has the light property.
What it means is that a Rogue is proficient with all Simple weapons (regardless of property), and also, Martial weapons that have the Finesse or Light properties. The wording is a little ambiguous, but that's the intention. So, they're proficient with shortbows and light crossbows.
