Obojima originally released under the 2014 ruleset, but recently released a 2024 rules revision that people who purchased the original PDF got for free.
According to Obojima they have provided the files for this to Beyond, and last we heard from them they were "in talks" with Beyond about how to go about distributing this, whereas whenever people from Beyond are asked about this their response is to act as if Obojima hasn't contacted them at all and basically saying "Go ask them about it".
It's not as if adding content to existing books on Beyond is unprecedented, 2014 versions of Crooked Moon's subclasses were added to the book as a free update after it's release. Clearly existing products can be edited without requiring another separate purchase.
Is Beyond just not at liberty to officially talk about things like this until they completely release? Otherwise I'm not entirely sure what the issue here could be.
Give the customer service side some time to work thier magic. WoTC and Beyond are likely a bureaucratic mazes, and the Someone who said "Go ask them yourself" likely has 3 someones between them and Obojima, so it will likely get done, just more slowly than we would like.
It is annoying as Stygia is cold, but be patient, it will likely come.

Normally in most businesses (I for example get a lot of information filtered down to me that I cannot share even when asked about it directly in my own job and have to say things like "You should talk to your boss") the lower end people talking to the public have little ability to give answers on larger scale things, especially when the other side is saying they are in "talks."
So it will get there most likely as you pointed out other books were updated. However, if Obijima isn't even being straight forward saying "It is happening" idk why you expect the other company to come right out and say what is happening. Until things are finalized no one is in a position to give true details and information.
Most likely the answer on Beyond's side is just that until whatever negotiations are happening over the use of the content are finalized, none of the customer-facing people are supposed to give any details on where things stand on their side of the fence. It's hardly uncommon or sinister for a large corporation to not want the people who aren't intimately involved in the process to give out details until everything is formalized. They've got far larger legal/PR concerns than the people who made Obojima usually do, so they're gonna run a much tighter ship talking about the status of any agreement that hasn't been formalized.
Even if 1984 Games have handed over these files, you're making a couple of assumptions that prescribe some form of malice where there likely is none:
The files were handed over before various mods and devs and other Beyond staff have said "speak to 1984 Games about it". If the files were received after, then those comments are moot.
The people instructing you to contact 1984 Games about it are the same people as those receiving the files, or are even aware that the files have been received. Say you've got a mod at one end and a third-party coordinator rep (making up a job role here) at the other. The number of links between those two ends of the chain can be huge in a company like WotC.

The issue could be a dozen things from contractual limitations to technical limitations to bandwidth to scheduling to an email getting missed. Best not waste time speculating. Maybe instead contact 1984 Games and ask them to reach out to DDB again as they're gonna be the ones with the in-road to get something done more so than us
