Let's say you can have a maximum of 4 spell levels siphoned at once and you are already full (for example you siphoned two 2nd-level spells). Can you still keep using the first paragraph and make creatures not able to cast the spell again but just can't siphon (add more to your prepared spells) anymore?
The only specific trigger for the feature to take place is "a creature you can see within 60 feet of you casts a spell". Nowhere is it specified that the siphoned spells you currently have will affect the feature at all.
