You need to purchase the PHB to access it, but you do not need a subscription. The main advantage of a subscription is to share the books with other people and more character slots.
Alternatively, someone in your campaign could share that book with you. If a Master Tier subscriber activates Content Sharing for your campaign, then all the books the group has bought get shared with the whole group. The DM has a lot of the books. Do some of these come with a barcode or something to get the digital copy?
No, unfortunately owning the physical books does not allow you to access any of the content digitally. You have to purchase the digital material separately. (The digital material also doesn't port between different VTTs.)
