It's a bit disappointing that they even included a picture of an adventurer in a wheelchair in the PHB...but haven't done anything with it on an official level.

Because it was an act of tokenism rather than an extension of game logic. The majority of art in the books are there to inspire imagination, not directly represent game rules.
This is an internally inconsistent statement whereby your second sentence contradicts the first. "Tokenism" is defined as doing something merely for the token - for no purpose other than giving appearances for the sake of seeming equal. Using art to "inspire imagination" is an independent goal and therefore goes beyond mere tokenism as there is an intended, tangible effect. Considering Wizards talked at length during their design process that the art was explicitly created with the goal of "inspiring imagination" and dispelling longstanding perspectives of "you cannot do that" that have long existed in the community, and considering they explicitly added a catch-all magic item to enable this kind of character, it is very, very clear they put more thought into this matter than simple "tokenism".
The Mobility Wonder is sorta useless in Adventures League, where I started this thread. How many adventures will ever have it as a magic item found. And for a tier 1 character that takes up the only magic spot. It should be an item that an Artificer concocts & costs a minimal amount of GP
At first I thought you were just asking if the Combat Wheelchair was permitted in AL. However, your complaints about the Mobility Wonder would apply to the Combat Wheelchair.
If you want to play a character with a mobility-based disability in AL, you can do that without any specific magic item—you just describe your character that way and not expect any special features, traits, or considerations. They're an adventurer in a wheelchair, or uses crutches, or whatever mobility aid they need.
Is the combat wheelchair legal in Adventures League?
No, it's not an official game option.

Artificers being treated as dispensaries is a little disconcerting. They're casters, too.
Also, not all artificers specialize in the tools needed to make a combat wheelchair but WotC-owned.
