Would any of you say that the act of peeling and reducing a slain adult black dragon to... pieces in Breland (Eberron) would amount to some sort of criminal activity or would the trafficking in said parts be completely OK in say Sharn?
Criminal activity? That would depend upon if black dragon parts are considered black market material.
Black dragons tend to be evil creatures, so the slaying of one would probably be deemed an act for the common good. Dragon parts are common ingredients in high end gear or powerful alchemy, so it wouldn't be rare for a dragon to be so reduced upon being slain. It'd certainly be rare for a dragon to be slain however.
Only thing I wonder is what alignment was the Dragon in Eberron, as alignments are not racially fixed in that game world? You can have a Lawful good beholder so that black dragon may not have been evil.
Something else to consider is if "Bounties" are paid at all. Most often proof of the bounty requires a piece of the body. If this is a common practice then most likely possession of pieces of creatures would not be illegal as you could claim that you are preparing to claim a bounty.
If the pieces are valuable, advertising that you have them can be problematic as well. It is much easier to ambush a group of adventurers who just expended a lot of their resources than it is to face the creature itself.

It depends on whether the DM wants trafficking in the parts of sentient beings to be a crime in Breland, or be a legal grey area.

Trafficking is an issue of legality, so you'd have to ask your DM if the local government considers "pieces" of black dragon illicit goods.

In my opinion, if said dragon tries to kill and eat people, its is only fair for people to kill and eat (or put to any other use) dragons. :)
