I have a new campaign member that wants to create a forest gnome on my dungeon master account. Whenever they go to create a character they don't seem to have the option to create the forest gnome. I have the players manual dungeon master guide and monster manual so it shouldn't they be able to create that type of character with a books I have attached to my account?

You or one of your players need a Master Tier subscription to enable the sharing.

Yes as Filcat stated someone needs to have the master tier subscription that is in the campaign and enable content sharing. That being said they will have to create the character through the campaign link to use all the options that the books you have access to on dndbeyond.com it took me a few minutes myself back when I first got mine had my wife make an account and then join the campaign. It was then I figured it out that when they join a campaign they have an option to bring in an existing character or create a new character.

Ack! My Master Tier subscription had expired and I didn't know. I've renewed it and all should be well now.
