The legendary bundle just gets you all content (rule books as well as adventures) and a discount on future buys.
The master tier subscription allows you to share any purchased content with players in those three campaigns.
so, if you want to have everything and share it, then yes.
But I would say for most people they probably only need the rule books, and not all the adventures. But if you are a completionist like me, you may want to get the legendary bundle.
Also the person that has the books and the person that has the subscription not necessarily should be the same person. And neither of those needs to be the DM. In fact the books can even be split between all people from the campaign where sharing is enabled.
This page (open in incognito mode if you have already a subscription) describe it all. But mainly unlimited character slots, use public homebrew creations from other users.
And if anytime in future you join a campaign that people have any book you can turn on sharing (up to 3 campaigns) and everyone from that campaign will have access to those books, and will be able to use races/spells/items/feats... from those books on their characters that are in campaign (up to 12 characters).
Do not underestimate content sharing, if you have a group of people to play with things get cheap really fast (also considering the many discount codes + legendary bundle discount).
