Truth be told i've made characters before personally but i've never been involved in an actual active player group so never really had the feed back to say it was ok or not now i know part of this is down to individual DMs but i'm looking for some guidance to help me get started.
Now i've been reading a lot of stuff and have read about a magitech update so first of all is this a legit official update
If the answer to the previous question is yes could i create a Tiefling Magitech Scavenger
i suppose thats the main question to start because this is the character i am interested in atm so thanks in advance for the info.
Okay... what edition/setting is this going to be part of, why isn't your DM helping you, and why does the opinions of others matter on your personal PC? Your character should be entirely yours to build as you please. Some groups try to build characters together so that they can build a team that supports each other/counter acts other's weaknesses/etc, but it's not required. Mainly just try to stay away from stuff that will insult other players or the DM, but your character should be yours. It's your 'mask' so it's your call.
I don't have a DM currently but i'm looking to find an online group once i get the proper grasp of character structure. As for the edition it'd be 5e i just really like the concept of the scavenger because it's like a rougish engineer with a bonus vs constructs and some other cool stuff.
Well, if you don't have a group yet, you might want to wait a bit. If the group you end up joining doesn't allow Tieflings or Scavengers/etc, you'll be back at square one.
I don't even think Magitech is official. I think that was concept someone took from Guild wars and thought it would cool. Go through the PHB... there is not a lot of tech there LOL!
If you are just learning try to stick with the basics for now. Pick a PHB and read it through. Find something from there you might like. DM's depending on their setting will allow anything from this book. When you step outside of the published material you run into issues. If you join an Adventure League game your concept will not be allowed.
Like someone else already suggested find a game first and then discuss what you can make. I run a few different groups both online and in real life and I have certain rules for each. I do have one game where you can literally play what ever you want and it's fun but hard on me having to read all sorts of strange source material, some of which is really good and some of it doesn't work and creates unbalance. Sort of reminds of 3.5 where I couldn't keep track of everything being publish either by Wizards or other publishers. Used to drive me nuts to point of one day I put the Basic Red Box booklet out and said "Make something from here" A bit of grumbling but everyone still played and had a great time.
Another example is I do know a DM thats runs a Middle Earth style world. Guess what? No Teiflings, Dragonborns, or anything from the SCAG. It's still an amazing world and he has done really well with it. There is a waiting list to get into one of his 2 groups.
For myself, Magitech is stepping outside of the fantasy and more cyber/steam punk style of game.
Better discuss with a DM once you find a game.
