I am a co-Dm for the Wrath of Lolth campaign and I am trying to help our main DM figure something out. What is the most expedient way to get from the lower planes (Specifically Carceri) to the upper planes (Arcadia). I thought you took the river Styx to the infinite staircase and from there you go to Sigil? It has been a bit since I read the manual of the planes splat book so if anyone can refresh my memory please let me know!
Get on the Astral Plane, spend about 1d4 × 10 hours looking around for the correct color pool, in this case, it would be Saffron. Hope said pool is large enough to fit through, then jump in.
This is assuming you already have a way out of literally the most secure prison in conceptual existence. Magical efforts short of a wish fail. Any portals or gate that goes there becomes one-way only. So hope your players know one of the secret ways out of the plane, can find where it is hidden and overcome its guards and traps.

There could be a portal to sigil, but that would require a lot of luck to find.
As mentioned by Sageis, you can go to the astral plane (there are a multitude of ways to get there such as random portals, some spells and items, or even putting 2 bags of holding together).
Carceri is supposed to be difficult to escape from (it is the prison plane after all). So there may only be a few well guarded secret exits in it.
I don't know terribly much about the place, but if you have access to Sending, you should, with a few tries if needed, be able to ask someone on another plane for help. From there, they just need to collect all of the Dragonballs and Wish you out.
As others have pointed out, the big issue isn't so much getting from Lower to Upper, there are many ways to do that. Infinite Staircase is a great example, or even getting to a Gate Town on the Outlands and then traveling to the appropriate other Gate Town, or jumping through Sigil is a real fast way, and if you don't know where the right portals are, there's plenty of people willing to sell that info.
The big problem is escaping Carceri, like they said. According the Planes of Conflict boxed set, the plane is made up of countless number of orbs miles across and "every fifth one" has an exit gate. So there could be a fair amount of exploration involved. More interestingly, it talks about how prisoners can never escape. So the only way to escape is to no longer be a prisoner. As it states, "the captives must find a way to be physically, mentally, or emotionally stronger than their jailers." (page 8 of Liber Malevolentiae, Planes of Conflict - great set with 18 pages specifically about Carceri, plus a bit more in the Player's Guide, and a short adventure with a high security prison on Carceri that is used by the law factions of Sigil - which means there is a two-way portal between it and the depths of Sigil's Prison)
So it could be interesting not just trying to find where a portal is, but finding a way of not just physically escaping but mentally and emotionally as well.
