So I have a divination wizard who has a staff that has divination spells. If she casts the spell from the staff does she get spell slots back from her divination bonuses?
No.
"When you cast a divination spell of 2nd level or higher using a spell slot, you regain one expended spell slot. "
You must expend a spell slot to regain. You are not expending a spell slot when using an item's ability to cast a spell.
