I've been now wandering around web, forums and ransacking out Google but I cannot find any information regards the ammounts of cantrips a High-Elf Rogue can eventually have. I found some discussions with no feasible answer, that do make a point that the high-elves may get additional cantrip slots later on. Would this be a DM discretion, or are there any hard rules made supporting this? For example, sorcerers get additional slots, as they progress. If I relate to Elven magical ancestry, they too should probably get stronger.
I know, that I choose one cantrip as a racial trait, at level one.
My question is - do I get an additional cantrip at higher levels? I. e. g. lvl 5 / 10/ 15/ 20?
I would very much like more options (like vicious mockery, or something else).
Currently I chose Ray of Frost, due to it's universal capabilities.

High elves do not receive an additional cantrip at higher levels by the rules as written. A DM may decide to grant a character an additional cantrip if they choose, but that would be a homebrew ruling.
There are three ways you can get additional cantrips for yourself, other than taking the Arcane Trickster subclass in Rogue: Take the Magic Initiate feat, take the Spell Sniper feat, or multiclass in a spellcasting class.
As far as I know, a High Elf just gets the 1 cantrip, at first level. They don't get anymore after that just for being an elf.
It's a matter of game balance. If Elves get to be more powerful just by being elves, then the other races should get similar benefits that increase. You could homebrew and make up your own rule that they do, but it's not part of the rules as written :)
I found out that this Magic Initiate feat is actually a multiclass feature. How does that work then? Apparently I still have to multiclass? OR, they are mutually exclusive options?

Magic Initiate is not a multiclass feat. You choose which version of the feat you want, which gives you access to a different spell list. So, for example, if you choose Magic Initiate (Wizard) you gain spells based on the Wizard spell list, and your casting ability for them is Intelligence.
