I've used http://www.yeoldemapmaker.com/ before (free web version). It's really basic but it can make, like, a box with some rooms in it.
(Since then I've stopped and subscribed to an art patreon that draws maps, and I just look through their archives for something that fits what I'm looking for.)
I also like Maptools. It's an open source VTT, and it has drawing tools built in as well as free placeable assets that you can download from within the program.

I use Dungeon Painter Studio, which is available on Steam, the link above is for their free online version.
There's a lot. Mapforge, Dungeon Painter Studio, Arcane Mapper, Dungeon Catographer, and so on.

I'm a big fan of open source software. The Gimp is a great image editing tool, and it has a few features for designing dungeons built in.
