If you're referring to the actual monster Hydra, then yes. A player character with a strength score of 20 is the same as any creature with a strength score of 20.

As far as just pure physical strength goes, yes. An ability score of 20 is an ability score of 20.
However, it seems that you are equivocating the strength ability score (specific) with "power" or damage output. That is not necessarily true. Strength is just one ability score. There are 5 other ability scores that can affect a creature's "power", not to mention specific class features, feats, spells, equipment, magic items, etc.
In addition, keep in mind that the strength ability score for an "average" human is 8. A human with a strength score of 20 is INCREDIBLY strong; Herculean, legendarily strong. One might even say they're as strong as a Hydra!

Well, since lifting and carrying weight doubles with every size category, technically they are 1/4th the strength of a hydra.
But in terms of using their strength to inflict damage, they are equal.
So it wouldn't be accurate to say "they can lift as much as a hydra" or even "they can hit as hard as a hydra" but it would be accurate to say "the swing of their sword has the power of a idea's bite." Something like that.
