This character is called Morgan, she's a very high level Chaos Mage - (a Sorceress who uses her power to find order in chaos and then manipulate that order, to quite literally use chaos against her enemies).
I am curious what kind of person you'd expect, based on this snipped from a long winded speech that she once made, to a bad guy who tried to use chaos against her.

I am not the face of a coin, praying for fate to favor my side, no! I am the the hand that makes the toss. I am the trajectory. I am the violence in the wind.
Countless conditions determine every outcome, and I strive to know and manipulate them all.
A thousand coins tumble down and I formulate the equations and models to predict where each and every one will fall. And when they fall? I will adjust accordingly, and fling once more into the air.

I would expect that she is a complete loner, with the exception of minions, Definitely not a positively renown figure in whatever community she is in, so no place in a public official. Assuming she is a good/neutral character because the speech was used against a bad character (evil?) I would equate Morgan roughly equivalent to "Thanos"
Well, she is not nearly as powerful as Marvel's god LOL.
Now that this has been up for a while, I will explain. I had the idea that Morgan would be somewhat dangerous; the power that she possesses is not what it seems. Despite her statements to the contrary, she doesn't control the chaos. She is a very skilled Sorceress, but she hides behind the title of Chaos Mage and the charade of being able to control the outcome events when in fact; what she is doing, is bending the thoughts and minds of her opponents!
Her real power lies in manipulative mind control. She doesn't change the outcome of chaotic events or control chaos; she is just twisting minds and utilising illusions or spectres, to making her enemies think that she is. Her true abilities can be countered quite easily if you enter the fray well enough prepared, and so she has built up this whole legend around herself, specifically to make others believe that she is undefeatable.
After all, why even bother fighting someone who can change the outcome of events to always be in their favour? Against such a power, there can be no victory; there is only defeat, and so the best you can do when you face Morgan, is surrender, and hope she takes mercy upon you. Don't even try to fight her, because you will lose, the battle and your life - so it is just not worth it; surrender, run away, do anything but face off against the traveller of the void!
That is is the legend that she has built up around herself. Those who have survived an encounter with her, tell tales of a fearsome Chaos Mage, who commands chaos. They speak of her awesome power and her undefeatable nature. They whisper in hushed tones, fearful that she might overhear them.
She has crafted a legend around herself, in much the same way that Batman or the Joker has. She has become an idea, a fear in the minds of those she has defeated, a legend, a myth, a story, that has taken on a life of its own.
However; just because she is not controlling chaos, do not think that she is a pushover. Unless you have some resistance to her magic, you are still going to lose because she will manipulate your mind, drive you insane, make you see what she wants you to see, and in the end, she will have you dancing to her tune.
She will have you will be so twisted around and confused, that will be a danger to yourself and your allies, and if you don't end up killing yourself, it is likely that your partners will do the job, to prevent you from killing them. Or at the very least, you will become so ineffectual that Morgan's allies, can quickly deal with you. Even if you do survive, you just become another cog in the machine, another survivor, telling tales of Morgan and whispering in hushed tones about her fearsome power.
So dead or alive, she has a use for you and nobody who has ever fought against her, has ever been quite the same.
