So i have a beholder npc who as part of his backstory found the deck of many things (which was later incinerated) and became good. can a beholder, even a good one feel love?
Sure. But it starts out with zero concept of love. It's idea of love is immature.
It might have heard the saying, "you have to love yourself before you can love someone else." Since it's still a beholder, that can be taken to the selfish extreme. It does good, and expresses love but only to make itself appear more worthy, not out of altruism.
I think it's important to keep some very "eye-tyrantish" traits. It still believes it is the most perfect of beholder-kind, since no other beholder will ever be as good and loving as itself. It is still possessive and covetous, so "if I can't love you..."
