Hero tier - Removes adds, allows you to add homebrew content to your collection, gives you unlimited character slots
Master tier - same as hero tier, but also allows you to share purchased content between all members of a campaign that has content sharing enabled.
So assuming you're in a campaign that has content sharing enabled, at least one member of the same campaign has bought the players handbook, and at least one member of the same campaign has the master tier subscription, then everyone will have access to the players handbook.
None of the subscriptions give access to the books by themselves.
