Will it be released officially? Only WotC knows, but seems unlikely as they've said they don't want to 'patch' existing classes. There's rumours of a different approach coming out soon.
Generally, D&D Beyond does not support Unearthed Arcana that was released prior to January 2018. However, if WotC puts out a new Unearthed Arcana playtest that involves adding Ranger options, it'll be quite likely that we'll support it (as seen with the new Artificer).
