There is the fabricate spell but it requires that you are proficient in the relevant tools for all things complicated such as arms, armor, jewels and I guess maps and cloths and pretty much anything other than a logbridge. So how can we go from a almost useless spell to a swiss army knife where every piece of metal becomes a weapon and ever gemstone a jewel. Or in other words how can we get proficiency in any tool?
The only ways I have found yet is to:
1. Spend forever learning all tools you want to use.
2. Level 2 knowledge cleric
There is the spell Skill Empowerment but it says that you gain expertise in a skill. The question is if the includes tools since there is no list of skills only suggested uses of attributes. It is a but far fetched but I don't see it as necessary breaking the intention of the spell?!

Skilled feat, 3 tools.
A few levels of artificer, 1 tool at level 1 (2 if starting class), 2 more at level 3.
