Can a Sun Soul monk use their eyes to shoot Radiant Sun Bolt? Do they need to use their hands, or can they be holding a two-handed weapon (spear) and still attack?
First I just want to point out that you can take a hand off a two-handed/versatile weapon completely for free (useful for weapon weilding spellcasters).
Radiant sun bolt does not specifically require a free hand to use.
I would allow as it makes you character more unique. As long as the requirements for the sun strikes are meet such as it being a use of an attack action and so on.
One bard I knew liked ripping his shirt open to cast magic missile from his nipples 😀 haha he was fun player

To add to this, you can still make unarmed strikes with both hands occupied, kicks, headbutts, shoulder tackles, elbow strikes etc. are all valid ways to describe your attack.
