so if im reading this correctly let say i have a crossbow with (40-200) so anything before the 40 is at a disadvantage and anything after 40 is also a disadvantage but max range is 200
this makes no cense if anything after the 40 is at a disadvantage
If you wanted to think in real life terms, 0-40 effective range, 40-200 doable but harder to hit, if someone is next to you they can try to nudge your bow to ruin the shot.

For a ranged or thrown weapon, the range X/Y means:
1) from 0 to X, the attack is made normally (no advantage nor disadvantage)
2) from X to Y, the attack is with disadvantage.
3) After Y, the attack is not possible.
A note: you have disadvantage on the ranged attack roll if you are within 5 feet of a hostile creature who can see you and who isn’t incapacitated.
