Can you add the Rogue’s “Skirmisher” reaction to the Shifter’s “Swiftstride Reaction?”

You can move up to half your speed as a reaction when an enemy ends its turn within 5 ft. of you without provoking opportunity attacks.
Swiftstride Reaction
While shifted, your walking speed increases by an additional 5 ft. and you can move up to 10 ft. as a reaction when an enemy ends its turn within 5 ft. of you. This movement doesn’t provoke opportunity attacks.
Per RAW you can only use one or the other, yes. If a DM says otherwise that's one thing, but as a DM I'd honestly be a bit leery of that. Both of those reactions offer limited movement speed for a damn good reason - out-of-turn movement is very powerful in this game, and also bogs down combat if invoked too hard or too often.

You only get one reaction so you can only spend it on one ability.
One or the other, not both. Since skirmisher is strictly better (unless your speed is reduced to less than 20 by something) I suggest going with that.
Swiftride reaction would let you break grapples... That is unbalanced, I hope they fix that when it is printed.
Yeah, this whole "you can move up to x feet" addendum on some features is a mess for the grappled and restrained conditions.
