In the PHB, it is tied to the class the PC plays. However, there is a rules book for high level campaigns that do allow the PC to reach 30th level as well as be able to cast spells at 10th level. It is called "Dungeon Master options: High-Level Campaigns" and the TSR number is 2156.

I was just thinking of something similar. I pulled out my old AD&D 1E Forgotten Realms boxed set and noticed that Dove Falconhand was an 11th level Ranger. The Seven Sisters get seriously powered up as the editions progress. Was thinking of doing a "Dawn of the Realms" campaign with a real 1E/2E flavor.
