So my dm is converting the witch class from pathfinder over to 5e, so I can play a voodoo type character with a very stereotypical Louisana accent—don’t judge me. I’m struggling with his appearance though... I don’t want him to look too tribal because I want him to have the southern charm and hospitality, but I don’t want him to look to modern either any suggestions?
I assume you're aware of and have dismissed the "Evil Mr Peanut" look, with the top hat and the cane and the cigar, a la Dr Facilier from Princess and the Frog or Geoffrey Holder in Live and Let Die. I'm not sure where you want to split the difference between, like, Robert De Niro in Angel Heart and some folk painting of Papa Legba as a guy wearing a peasant hat and red pants, with a pipe and a crutch. My advice would be to start doing Google image searches, and making notes of stuff you like..
The French flavor of New Orleans might give you access to old French fashion, Louis XIV-type stuff. Just a thought.
Practitioners of higher skill often enjoyed a higher social status that came with fashion expectations, but regardless of their standing, there was always a flamboyance to it all to set them apart. Part of the outfit would rely on their methods of practice - loose for dances, elegant for low-key practices like personal divination, simplified for charm-making and brewing, and so forth...
So, how does the character fit in the society from where the character comes? What style of magic does the character perform? How flamboyant is the character?

I'd pick what race you're playing and go from there, also ask your DM if there are any cultures or areas that match your idea.
You could do anything as voodoo/vodun (look at Zandalari Trolls from WOW). You could also look at the Diablo 3 witch doctors for inspiration

I envision a hybrid between Slash & Prince
Slash's Top Hat, Prince's frilly jumpsuits a skull encrusted walking stick and a pet python.
