First aren't weapons. It's a little confusing as you can use them to make melee weapon attacks, but that doesn't make them weapons thus they can't be targeted by Elemental Weapon.
The reason being the 'weapon' part in "melee weapon attack' means "not a spell" or "made with a mundane object"
Basically, there are four types of attack
Melee weapon attack = an attack made with a physical object against a target within your reach
Melee spell attack = an attack made with a magical effect against a target within your reach
Ranged weapon attack = an attack made with a physical object against a target at range
Ranged spell attack = an attack made with a magical effect against a target at range
In this context, your fists are a melee weapon attack (ie being made with a physical object, your fists) but they're not Weapons as detailed in the weapon section of the PHB. Anything outside that section, such as unarmed strikes and natural 'weapons' are not Weapons. I know it's confusing that a weapon attack isn't a Weapon attack, that's just one of the kinks in D&D
While Dav is correct that is also by RAW(ruled as written) so I'd say it's still worth asking your DM to see if they'll allow it, I personally think I'd say yes but it's up to them at the end if the day
But yes technically your fists are not weapons

It should also be mentioned that even if the DM lets you cast elemental weapon on your fists, primal savagery is not an attack with your fists, it is an attack with a spell (unlike BB or GFB).
If one of my players cast that spell on a Monk’s hands I’d let it work. It’s not RAW, but it fits in with the expected use of the spell. I wouldn’t let it stack though.
