Technically, no. In order to use a second attack (bonus action) with two-weapon fighting, you need to use the Attack action (not Cast a Spell action) with a light melee weapon.

I'm playing a sorcerer/fighter multi class, and was wondering if a shocking grasp and dagger technically qualify for the two-weapon attack action.
