That's because goblins and kobolds were added in later sources, when the creators likely realized that the five feet less of movement was considered too heavy a negative for those races. Dwarves, gnomes, and halflings all get 30-feet movement speeds in the OneD&D playtests.
That's why I play a 14 strength dwarf in Plate and Shield...just so I can take advantage of the dwarven benefit of not being slowed in heavy armor even though I am under the strength requirement for plate. Hey, I'm still slow, but it makes me feel so much better to avoid an additional nerf because of my awesome dwarven heritage. :-)
So I shout "Baruk Khazâd! Khazâd ai-mênu!" and charge at my blazing 25 feet per turn speed. The BBEG, (a hasted tabaxi monk) just laughs and casually steps out of the way, but everyone has fun.

Are dwarfs the only race with 25 movement?
Halflings and Gnomes also have 25 movement speed
And goblins and kobalds get 30 and are small lol no consistency thanks
Actually, it's consistent that goblins and kobolds have been given 30' movements despite their small size- that dates back to at least 2nd Edition.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
