They are separate products, so buying the physical copy does not entitle you to the digital copy or vice versa. You can buy bundles from WotC at a marginal discount, but you have to buy from WotC direct for that.
You can use the homebrew feature to recreate the character builder options for free, so long as you don't publish them (which is against the rules). However, it takes a while to do, long enough that you're better off just working at minimum wage (in the US) and buying the book than doing it yourself - you'll earn the money faster than you'd be able to put the homebrew on. However, if you're in a position where you can't get extra money and it would be asking too much to fit it in your budget, then it's a possibility.
