One might assume that "can hear and understand" means that telepathic communicating only covers half of the criteria as sound is not part of the equation with telepathy.
From what I read, Message (spell) is still verbal but more like a aural VPN in some ways. Magical silence blocks Message just as it would non-magical aural communications.

Can a sorcerer use meta magic to use message as a bonus action and whisper a "suggestion" to a target?

The problem that I think needs to be solved is giving the command at the same time as you cast suggestion. Message will not fulfill that requirement.
