I want my players to have access to the two backgrounds written specifically inside ToA. I don't want my players to have access to the adventure itself. I have to make the content available to them - ie the entire book - for just two paragraphs.
Of course, honour system, ask the players not to - sure... but if they are new to D&D and DndBeyond and simply do not know what is forbidden and perhaps searched for something related to their background (say aarakocra) and inadvertently saw a whole slew of entries that linked deep inside ToA. It's problematic.
You've separated out previous player only content. Why not ToA?

I'd you are talking about the anthropologist and archeologist backgrounds, they are separated from the compendium. If you block ToA, they will still have these on their character sheets.
Hmmm. You may say that... but that is not just what happened when building a character with my player over zoom. He selected anthropologist, got the sealed door, (ToA was blocked for the campaign), so I quickly toggled ToA back on, he refreshed his builder page with backgrounds and Voila! now he had access.

Hmm. Well honestly, I don't mess content management, so I only know what I've read.
Either way, after it has been added, it won't get removed by locking it now.
