This is an oddity in the system. The feat that provide proficiency in shields also provides proficient in medium armor. Also, each class, as far as I can tell, that has proficiency with medium armor also has proficiency with shields.
So, why do Mountain Dwarfs get proficiency with light and medium armor but not shields? Is that a typo or on purpose?
It seems really odd that shield proficiency would automatically come with medium armor proficiency given that the feat to get either provides both.
You're correct it's the mountain dwarf racial trait, but it's odd as medium armor seems to be the point of gaining shield proficiency in classes and feats (Moderately Armored).

I haven't looked up what you are referencing but to me it sounds like a racial trait so I'm assuming that is why.

Well you’d be gaining a feat for free without having to take a feat, just balance.
The designers didn't think it was necessary to give every (mountain dwarf) class shield proficiency.
