Can anyone explain the text “At rank 3, your map case becomes a common magic item.” that is found on the Cartographer's Map Case magic item?

Really confused on what “ranks” are being referenced. Is this some Adventure League reference?

It's an item from Acquisitions Incorporated tied to running a franchise. You get this item by taking a franchise role, and your franchise can go up in rank.
