The DMG, when talking about Improvising Damage, describes things like 'being hit by a crashing flying fortress' and 'being crushed in the jaws of a godlike creature or a moon-sized monster'. While arguably 9th level spells can at least approach that scale, the described capabilities of martial characters are nowhere near that level, and there certainly aren't any moon-sized monsters in the MM (the Tarrasque is 50' tall and 70' long), and one of the design goals of 5e was that PCs can still be threatened by low level minions.
So... what scale do you think high level should be?
Unfortunately, characters of level 20 (barring wish and true polymorph) are usually not strong enough to defeat a creature of such scale as even something as large as an island, much less something larger. Godzilla is usually the biggest thing they could feasibly fight (the tarrasque, the kraken).
Not talking about what they mechanically are capable of, talking about what the game should be like (a far as at goes, Godzilla is way bigger than the Tarrasque).
