Say that I'm a Rogue Swashbuckler Human and I decide to use a Wish spell (or something similar) to turn myself into... let's say, a Bugbear. For all intents and purposes, assume the transformation occurs flawlessly without any twisting of the words usually associated with wish. Now I'm a Bugbear... but I was a Human to begin with.
In Adventurer's League Play, you can only use two sourcebooks to create your character. To make my Swashbucklin' Human, I used the PHB and SCAG. To start as a Bugbear, I would use Volo's Guide instead of SCAG, but then I would be unable to be a Swashbuckler Rogue.
However... since I changed myself into a Bugbear after character creation, I can ignore using that race sourcebook and still be a Swashbuckler Rogue.
I will admit to being new to AL but I seem to remember reading something about Wish spells like that wearing off between adventures.

Weeeeeelll the method of body transformation is not so much important as to whether or not one can become another race without using their respective sourcebook through mechanics outside of character creation.
For the intent of this scenario it doesn't actually have to be a wish spell. and just assume that the change is permanent. In theory this should be completely fine and is still eligible for AL play... but I want a second opinion.
Your biggest hurdle will be explaining everything to a new DM when you join their table. However it is going to happen, it's going to sound convoluted and too much hassle to deal with. Other than that, your plan sounds plausible, but AL rules aren't really taking this sort of situation into account.

This use of wish is neither duplicating an 8th level or lower spell nor a bulleted option. As a result, it does not persist past the end of the session per the FAQ. It does however incur all of the drawbacks of stressful wishing.
Reality Repairs Itself. The effects of any wish made for something outside of the bulleted list in the spell’s description are at the DM’s discretion using the guidance provided in the spell’s description. These discretionary effects expire at the end of the adventure or the session—whichever comes first. This means that any conjured creatures or items disappear into nothingness, the dead rise from the grave as if nothing happened, and the denizens of that back-water village don’t remember that amazingly-hilarious joke you told, etc.
... so that's pretty straightforward. You can do that for an evening, but then it's done.
If you want to do out-of-the-box stuff like this, you need to find a non-AL group.
The PHB+1 rule still stands as well, regardless of modifications made after character creation. A valid character needs to follow that for any character options, so you still can't pull race/class/subclass content from three different books.
Not entirely true. There's a couple of adventures where you have the ability to become a Yuan-Ti Pureblood this season. This doesn't count as your +1 so you could technically be a Yuanti-Pureblood Swashbuckler even though Yuan-Ti Purebloods come from Volo's.

It's the end, not the means that ma- *wheeze* alright but really, I'm definitely not going to do that. Was not even aware that was an option in an official module!
I definitely think this falls into the "end run" around the spirit of the rules that one shouldn't be looking for in the first place. Just assume that if something somehow for whatever reason would "force" you to "have" to use more then PHB+1 then it is not right or OK and probably has some "reality fixes itself" type effect attached. PHB+1 just seems a pretty hard and fast rule. To the point where WotC specifically talked about including things in XGE that duplicated from other books so that it was a more useful +1 to the PHB for AL play. If they are taking that into design consideration for content, then I'd say respect that :)
