I understand that this is a goofy question and is it really pushes the definition of a weapon worth 1 sp but if a Dhampir gets crowns on their fangs worth 1sp you could in theory use the Fanged Bite with the Green-Flame Blade cantrip I suppose. I have a player who approached me with the idea and I thought having flaming fangs while biting a creature was pretty cool but I'm not entirely sure if I fully understand the rules for Fanged Bite. If the Fanged Bite met the material requirements of the Green-Flame Blade cantrip could the bite be part of the same action or does Fanged Bite require it's own action? I would only be allowing the HP regained or the bonus to the next ability check or attack roll be from the d4.
In my personal opinion as a DM, 1 sp crowns on fangs don't make the fangs melee weapons with a worth of 1 sp, because this clearly is not the intention of the cantrip.
I have seen some crazy rules that work because of 3rd party and house rules so I think you need to take a look at what other rules you play with. Having said that, in general I do not think I would allow what you are talking about in green-flame blade on teeth in general practice, I do think that if you did then limit the bonus stuff to base damage of bite attack is the way to go.
I do think you could create a custom cantrip that would do the same thing as green-flame blade for a bite attack and in general I would be fine with that. But the devil is always in the details. Note: since it is a bite I might also have the PC take some damage from the green-flame as that makes thematic sense to me.
