What sort of homebrew are you making? A feat, magic item, race, spell, subclass? Some have more functions than others so it will depend on what you're making.
Just had a play around and it is done under Actions. Make sure you have set the Activation Type and Reset Type, which should give you access to a Limited Use section at the bottom of the Action screen. You may have to save it and re-open the action for it to appear.
In Limited Use you set the Number of Uses to zero, Operation to Addition, and Stat Modifier to whichever ability you desire. Everything else is optional.
As a side note, there is a dedicated Homebrew & House Rules forum that will get you answers quicker, and includes guides for most of the homebrew features too. Also, the easiest way to figure something like this out is to make a copy of a subclass that uses this feature (like the Fighter Cavalier) and see how they do it.
